Bringing the Park to Life
– From Vision to Reality –

In September 2017, the Heritage Lottery Fund (HLF), through its Resilient Heritage programme, awarded the Wandle Valley Regional Park Trust almost £95,000 to support the Trust’s development and delivery of the Wandle Valley Regional Park. This National Lottery support, along with cash partnership funding of £71,000 from partners and stakeholders, will support the Trust’s growth into a robust, sustainable organisation, capable of attracting investment to enhance public green infrastructure in the Wandle Valley for the benefit of all who live, work and visit here.

    An exciting half day workshop took place on 31 October to explore and consult with Wandle Valley partners and stakeholders on the emerging Wandle Valley Delivery Plan and suggested Delivery partnership governance.

    Wandle Wheelers bike rides & engagement sessions during Wandle Fortnight 

    Wandle Fortnight is a community festival to do with all things ‘Wandle’, which ran from 7 – 23 September 2018.

    The aims were to:

    1. promote the project and the work of the Trust, including free led bike rides and MOTs
    2. provide an opportunity to listen to resident’s ideas for the Wandle Valley Regional Park Delivery Plan & Governance Structure
    3. find out how the public wanted to be involved in the delivery and management of the Wandle Valley and what they wanted the Trust to do.

     


    Consultation area

    The Trust consulted in four parks, in four London boroughs, over two weekends.

    7 September – King George’s Park, Wandsworth
    8 September – Morden Hall Park, Morden
    15 September – Beddington Park, Sutton
    16 September – Wandle Park, Croydon

    The map provides an overview of some of the people spoken to over the weekends and where they live, giving an idea how far people are willing to travel to green spaces and within the context of the WVRPT boundary and All London Green Grid.

    Meet the Consultants

    As a result of the grant from the Heritage Lottery Fund (HLF), Resilient Heritage program and cash partnership funding, the Wandle Valley Regional Park Trust has sought an expert consultant team that will support it to become a more robust and sustainable organisation, in conjunction with delivering its strategy:

     

    Barker Langham is a leading cultural consultancy that specialises in the visioning, strategic planning and development of cultural heritage projects, shaping their direction from concept to completion. Their team’s broad range of skills and experience ensures a highly integrated approach to developing and delivering projects. Barker Langham’s specialist recruitment division delivers human resource and recruitment strategies that align people principles, activities and outcomes with broader strategic objectives to create sustainable growth for clients in the cultural heritage sector.

     

    LDA Design is an independent design, environment and sustainability consultancy. They specialise in landscape-led design across a range of projects, including contemporary and historic parklands, urban renewal, and historic town centre improvements.

     

    Architecture 00 is a practice that delivers action-led research, urban strategy, architecture and institutional innovation. As a collaborative studio they explore the making of vital, democratic places beyond traditional disciplinary boundaries.

     

    What will the money pay for?

    – One full-time project officer for 12 months.

    – Comprehensive five-year business plan, including setting up a social enterprise.

    – Plan to develop the trust as an organisation with two boards. Recruit and train new trustees and board members.

    – Delivery plan for the regional park.

    – Generate income for the trust, through an asset transfer.

    – Share learning locally and across London.

    The Future of the Wandle Valley:  A CREATIVE START for a transformative project

    The first Roundtable event took place on 21 May 2018 and was chaired by Ken Worpole.  Discussions were based around three main themes: the governance structure to deliver new strategic objectives; financial models that can sustainably fund the area; and physical infrastructure that creates value within and for the Wandle.

    The second roundtable took place on 24 September 2018 to explore how to achieve strategic impact and investment in major landscape scale green infrastructure when dealing with multiple delivery agencies and fragmented ownership.

    The third roundtable event took place on 8 October 2018 at City Hall, discussing the great challenge for any landscape scale project, what value will it create and for whom, and also how value translates to a sustainable funding model and what might be best suited to the circumstances in the Wandle Valley.

    Landscape for and by People

    The fourth roundtable event took place on 5 November 2018 at LDA Design,  discussing how the full diversity of people who live and work in the area can benefit from the Wandle Valley in the future through intentional and innovative ways of working.

    Overcoming London’s Barriers

    Future London have held various workshops and seminars throughout 2018, which the Trust has contributed towards and the final report for this project offers case studies showing innovative and effective approaches to overcoming barriers, with recommendations applicable to a range of built environment practitioners.

  • HLF Steering Group

    HLF Resilient Heritage Steering Group

    The Wandle Valley HLF Resilient Heritage Steering Group is a start and finish group which will oversee the smooth running of the 12-month project and support the Trust in the development and delivery of the project, through its membership of senior local authority officers, trust board members and key strategic funding partners, who all have a mandate and delegated authority for key decision making.  The duration of the project will run from March 2018 to March 2019.

    The responsibilities of the group are to:-

    1. Ensure the project is run efficiently by giving the consultant team ready access to required information;
    2. Ensure any actions from the meeting are carried out promptly;
    3. Assist the consultant team and the Trust in communicating deliverables and actions to senior decision makers in respective organisations and local authorities;
    4. Effectively disseminate information and actions to their member organisations;
    5. Advise the Trust and Consultants on communication planning and decision-making processes in their respective organisations;
    6. Offer advice and assistance to the Trust and consultancy team and troubleshoot as necessary;
    7. Promote the Wandle Valley Project positively within their organisations and London wide networks;
    8. Ensure in-kind contributions from members’ organisations are made available to consultants;
    9. Participate through ideas and representation in the Pan London learning program;

    Membership:

    Wandle Valley Regional Park Trust x 2 board members, 2 x WVRPT staff members, Croydon Council, Wandsworth Council, Merton Council, Sutton Council, Wandle Housing, Environment Agency, Clarion Housing, Living Wandle Partnership, ID Verde, National Trust, Greater London Council.
    • Membership has been agreed by the WVRPT Board and as agreed purposes with the HLF.
    • Membership includes the relevant four local authorities, representatives from the Trust Board and funders.

    Accountability:

    Individual members are responsible for reporting back to the Steering Group on progress made within their respective organisations. Between steering group meetings, they should report to the Trust officers as first point of contact.

    Working methods / ways of working:

    1. The steering group will meet every 8 weeks.
    2. Regular attendance is encouraged to allow continuity and progression.
    3. Smaller working groups may be developed for the project work strands – Business planning, governance, delivery and implementation plan, Culvers Lodge, Pan London Learning.
    4. The Trust and Consultants will act as secretariat and distribute communications regularly – where immediate actions are required, the Trust will issue a summary of actions required with 2 days of the meeting.
    5. The Trust will Chair the first meeting, thereafter the group will benefit from a rotating Chair.
    6. The papers for the meeting will be generated 10 working days prior to each meeting via email from the Trust.
    7. All members will have access to a shared online folder, with relevant project information, which will be established by the Trust after mobilisation of the project.
    8. The Pan London learning events will comprise a series of Round Table events and 2 x seminars – dates will be provided through regular meeting communication.
    9. In kind contributions from members include access to meeting space, access to GIS and data searches and officer time to support the project.
